What would lead to a wrestler getting called for stalling on top?
The only reasons I could see a wrestler getting called for stalling on top is being stagnant in some way. Because the idealistic goal is to constantly score points it’s on more than the opponent to get out from bottom the top wrestler has to do more than just control on top in my opinion. Of course the difference between folkstyle and freestyle is control and exposure but scoring shouldn’t stop depending on what position you start off in. And lastly the only other situation where I could see stalling for the top wrestler is taking too long to cover on the start.
Why is being stagnant frowned upon?
Why is scoring a responsibility for both wrestlers in a match?

These are the reasons the wrestler in the top position could get called for stalling by my judgement:
- Being stagnant during action
- Taking too long to cover on the start of the referee position
Ultimately wrestling is dependent on what you do.
There’s so much power in your hands when it comes to how a match could turn out.
