It boils down to having power. Pikachu obviously fits into the operation that Team Rocket was building. One thing that they got a theme for is poisonous Pokemon with Meowth being an exception. Jesse and James’ signature monsters are Arbok and Wheezing. There might even be a completion component they’re trying to fulfill in taking Ash’s.
