Broly earned that title from having such a love of destruction when in this berserk Saiyan mode. He’s been strong since birth. If you’ve noticed his attitude is much different in Dragon Ball Z compared to Super. It could be that he’s achieved a level that not even Goku achieved yet, if so it might be a misnaming situation because it’s only his Max Power in super Saiyan form.
