Yes you can normal and synchro summon in the same turn, it’s actually one of the most common ways of going about doing it.

Synchro Summons occur when you have a tuner monster with another that’s a non-tuner most of the time.
There’s special situations when some of the summoning conditions require more than one tuner.
Other than that the requirement’s pretty typical when it comes to performing a Synchro Summon.
